Codex plugin for design-aware UI work

The memi Codex plugin packages the memoire-design-tooling skill as a text-only marketplace-safe surface. It teaches Codex when to call memi before UI edits, how to request compact briefs, and how to create design files only after a dry-run scaffold is approved.
